Born July 18, 1927 in Ironton, Ohio to James Oscar and Martha Ellen Rowe (nee Meeks). He lived in the Glen Burnie area for 59 years. A welder at Maryland Dry Dock by trade, in his spare time he enjoyed Gardening, Watching sports, he was a John Wayne fan, but the center of his life was as a family man, spending time with his children and grandchildren. He served his country with honor in the U.S. Army. He passed away peacefully at Baltimore Washington Medical Center surrounded by his family. Howard is preceeded in death by his parents and brothers and sisters. He is survived by his beloved wife of 59 years Geneva Stamper Rowe and his two loving daughters Martha Ellen Wilber of Glen Burnie and Diana Lynn Smith of Hagerstown. Mr. Rowe is also survived by loving grandchildren John Paul David Wilber, James Anthony Howard Wilber, Richard Karl Alfred Wilber, Jennifer Lynn McClafferty, Katie Lynn Shaw and Richard Carroll Smith, Jr. and adoring great-grandchildren Ava Renee Evans-Wilber and Emlyn Louise Shaw.
