She was born Jeanne Karen Sandner on February 19, 1943 in Baltimore, MD to the late John Sandner and Dorothy Rowe Leisegg. She was a lifetime resident of northern Anne Arundel County. During her working career, Ms. Phoebus was the Executive Assistant to the Director for the Mayor’s Office of Employment Development. She was an active member of St. John’s Lutheran Church in Linthicum. Jeanne had a lifelong love of music, having studied at the Peabody Conservatory. She sang with singing groups The Alleluias and Measure by Measure as well as St. John’s choir. She also enjoyed traveling, knitting, cooking, swimming, and spending time at the beach. Left to cherish her memory are her sons Scott Phoebus (Vicki) of Upper Marlboro and Dave Phoebus (Tracey) of Severn as well as her precious grandchildren: Jessica Phoebus Foard, Sean Phoebus, Erika Phoebus, Garrett Phoebus, and Shane Emerson. She is also survived by 5 cherished great-grandchildren with 2 on the way. She will be greatly missed by everyone that knew her.

Family and friends may visit at the KIRKLEY RUDDICK FUNERAL HOME on Friday, April 26 from 2:00pm-4:00pm and 6:00pm-8:00pm. Funeral service Saturday, April 27, 2024, 11:00am at St. John Lutheran Church.
