Born Margaret Neat in Baltimore, MD on May 5, 1955 to the late Joseph and Mildred Homens Neat and was a resident of Glen Burnie for the past 28 years. She was a graduate of Arch Bishop Keough High School. During her working life she was the secretary for the director of a work program within the Dept. of Corrections. Peggy was a member of Christ the King Catholic Church. She enjoyed Crafts, working with her computer and she was very adept with technology.  In addition to her parents Mrs. Oates is preceded by her brother Jimmy Neat. Left to cherish her memory are her beloved husband of 28 years J. Patrick Oates, sister JoAnn Stone Phillips as well as 11 siblings in law, 17 nieces and nephews and 14 great-nieces and nephews.  She passed away peacefully at Anne Arundel Medical Center after being in declining health for the past several years.
